Nothing has changed as far as official policy or customary policy in Senegal. Nobody at immigration will check to see if you have a return...

I'm pretty sure you can fly from Dakar to Cape Verde and then to Brazil on TACV, then from Brazil to Quito on another airline....

Make sure you bring more money that you think you'll need; West Africa isn't cheap.

It shouldn't be very expensive for a day visit--maybe $5-10? The tourist center in St. Louis should be able to tell you that.
