I'd chose Ana Mandara. It's in Nha Trang. Vinh Pearl is on Hon Tre Island. It's not very convenient to get into town.

I've been getting 3 month multiple entry tourist visas for Vietnam from the US without any issues. Not sure why you are unable to do so?
