Lonely Planet review for Al-Quds Restaurant
The Jerusalem Restaurant is famous for its sweets and pastries, but the large restaurant at the back shouldn't be overlooked. The menu is in Arabic, and most waiters can only be bothered to translate a couple of items before getting huffy. The speciality of the house is mensaf, a Bedouin dish of lamb on a bed of rice.

Great local food, not great atmosphere.
bintbattuta recommends this,
Al-Quds is a standard for anyone visiting downtown Amman, despite the difficulties of its Arabic-only menu. Great local food - definitely try the mansaf. No problems with the service. Feels like a place that would have plastic tables and chairs, though maybe small step up from that. Average Jordanians eat there too, so you're often surrounded by Arabic speakers (watch them if you don't know how to eat your mansaf ;). Not a lot of women, but women seem welcome. No alcohol. Very reasonable prices. There are nicer (and more expensive) places for local Jordanian food, like Rajeen on Rainbow Street, but Al-Quds is worth a visit if you're downtown.
