The hill stations can be visited all year, although winters (December to February) are freezing cold, with snowfall likely in January, so make sure your room has heating. Further north the main trekking and pilgrim season runs from April to late October or early November, with a break in July and August when the monsoon rains arrive and landslides block roads. As in all mountainous regions the weather is fickle and can vary greatly during any season. Look at the altitude to get an idea of likely temperatures.
