Lonely Planet review for Café Paris
An old favourite, Paris is one of the city’s prime people-watching spots, particularly in summer when outdoor seating spills out onto Austurvöllur square; and at night, when the leather-upholstered interior fills with tunes and tinkling wine glasses. The selection of light meals, including sandwiches, crêpes, burgers, salads and tacos, is secondary to the socialising.

Decent food, terrible service

I wandered around Reykjavik tonight looking for a meal where I wouldn't stand out as a single traveler. I came across Cafe Paris. It looked lively without to much attitude. I walked in and wasn't greeted by anyone. I went to the bar and asked if they are serving food and if I should choose my own seat. Bartender answered yes to both answers. So I sat down and waited... finally I grabbed a menu from another table, then I waited... and waited...
Finally after about 10 minutes I went to the bar and intercepted a server and asked if I could order food. She said yes and "sorry I didn't see you" which is odd because I made contact with her and several other servers several times. Oh, well, I was happy to order food and a beer. The beer didn't come, but about 10 minutes later my food arrived. I asked for my beer at that point and it was retrieved for me - apparently it was poured, just no one bothered to deliver it to me. So I'm happy, I have my beer and my food.
I noticed a group from Spain walk in and sit at the table close to the front door. No one greets them. They flag down a server who acknowledges them but doesn't come to their table. They wait... and wait... I joked with them that they need to build a signal fire to get their attention. They wait... I sort of felt good that it wasn't just me that was totally ignored, but I couldn't believe that this restaurant could be in existence with such bad service! The food was decent bordering on good. The beer was very tasty (it wasn't Viking beer) but I felt like I was not welcome there.
Bottom line is, come if you want a meal under $30. Demand that you get served. Probably better for a group since they can entertain themselves while waiting for attention.
