Eritrea is a very safe country in which to travel. The biggest threat outside the capital is the risk of land mines and unexploded munitions. Never stray off the road.
There are army checkpoints at the entrance and exit of each major town. They are pretty straightforward and foreigners never get hassled or asked for bribes; just show your passport and your travel permit.
