Nagorno-Karabakh continues to operate as a self-proclaimed, unrecognised republic with close but unofficial ties to Armenia. The result is that it's impossible to reach Nagorno-Karabakh or the surrounding Armenian-occupied areas from the rest of Azerbaijan, and trying to do so could get you in serious trouble. The Armenian-Azerbaijan border remains firmly closed.
There is some risk for travellers in the rest of Azerbaijan. Avoid demonstrations and public gatherings.
