Lonely Planet review for Av San Martin
The hippest nightspots are along Av San Martin, between the second and third rings in Barrio Equipetrol, a cheap taxi ride from the center. Hotspots change frequently so it's best to dress to impress and cruise the piranhar (strip, literally 'to go piranha fishing') and see what catches your fancy.
Local kids line up with their cars along the pavements and play unbelievably loud music out of their gigantic car-boot speakers in competition with the music booming from neighboring cars, while drinking beer, dancing and chatting till late. Most places start selling drinks between 18:00 and 21:00 but don't warm up until 23:00, then continue until 03:00 or 04:00.

A change of scenery in the biggest little town in Bolivia
dcespedesd recommends this,
The "hippest" places in Santa Cruz have slowly migrated to the city center giving new life to previously quiet buildings. This include a range of places starting in the main plaza and scattered in the blocks near it. The most visible are the "Irish Pub" and "Georgetown Pub" both located accross the street from the plaza on 24 de Septiembre Street in the popular "Shopping Bolivia". The "Irish Pub" has a nice cozy atmosphere, with an exellent view of the plaza from it's terrace where you enjoy the popular "pique macho". "Georgetown Pub" has more modern feel with a minimalist atmosphere at it's lower level and sports bar feel on top which includes table soccer, dart boards and TV's showing sports channels. Georgetown's chicken wings come with a number of great sauces like parmassan/garlic and teriyaki enjoyed with personalized cocktail made by a proffesional bar tender. Take in view from one the large floor to ceiling windows that look out to the eastern side of the plaza.
