Buses from Chittagong leave for Rangamati (Tk 75 to Tk 80, 2½ hours) periodically from Modapur bus station. You’ll pass a couple of security checkpoints en route, where you are called off to fill out formalities and prove you have applied for a permit.

From Rangamati, buses for Chittagong leave from outside Hotel Green Castle throughout the day from around 7am. Buses also leave from the more manic bus station opposite the Golden Hill Hotel. There is no direct route to Kaptai; you’ll have to go back to Chittagong to catch a bus from there.

There are also public launches leaving Rangamati for the town of Kaptai, but check the schedule carefully as the situation changes frequently. The trip takes 1½ hours (four hours return). There is also a speedboat that does the round-trip in two hours. These boats leave from the main launch ghat.
